Eligibility and age segmentation

The Ministry of Manpower (MOM) establishes strict regulations regarding the age ranges permitted to apply, dividing participating countries into two main blocks:


  • From 18 to 25 years old (inclusive): This range applies to citizens of France, Germany, Hong Kong, Japan, the Netherlands, Switzerland, the United Kingdom, and the United States.

  • From 18 to 30 years old (inclusive): An extended range exclusively for citizens of Australia and New Zealand, under the framework of specific bilateral agreements with Oceania.


The innovation of "simultaneous capacity"

While the majority of Western countries enable a fixed number of slots per calendar year—which often generates server collapses during opening dates—Singapore operates under a dynamic and constant system.


For the general program (Work Holiday Programme), the MOM establishes a strict cap of 2,000 foreigners using this visa at the same time within the country. On the other hand, the agreement with Oceania (Work and Holiday Visa Programme for Australia and New Zealand) has a separate pool of 500 simultaneous slots.


Due to this structure, there is no annual "opening date." The system works by a "drip" method: if the maximum capacity is reached, the portal will not accept new applications. Slots are automatically released the instant another temporary resident finishes their visa, leaves the country, or transitions to a regular long-term corporate work pass. Therefore, constant monitoring of the official platform is the key to success.


A 100% dematerialized migration process

The Singaporean model has completely eliminated the need to process provisional visas at embassies or send files by postal mail. The procedure consists of three perfectly digitized phases:


  1. Remote application: The candidate initiates the process by accessing the MOM's eServices portal. There, they must upload all required documentation in digital format (PDF or JPEG, with a 2MB limit per file), completing the process from the comfort of their home in their country of origin.

  2. In-Principle Approval (IPA): After an estimated processing time of 3 to 4 weeks, successful applications do not receive a physical stamp in the passport. Instead, the government issues an electronic letter known as In-Principle Approval (IPA). This official document, which arrives directly in the applicant's email, is the legal authorization to travel and cross the borders into Singapore.

  3. Issuance and Biometrics on-site: The in-person phase is reserved exclusively for arrival at the destination. Once the young person lands in the city-state, they must schedule a mandatory appointment at the Employment Pass Services Centre (EPSC). There, the capture of biometric data (facial photograph and fingerprints) is performed, which triggers the immediate printing and delivery of the plastic card that accredits them as a temporary worker.
