The application process for the international mobility program in Uruguay involves a series of mandatory health protocols designed to ensure epidemiological safety and the well-being of the traveler. Compliance with these requirements is divided into two critical phases: the initial certification in the country of origin for visa issuance and the subsequent clinical validation once the traveler arrives in the national territory.

Medical certification for the consular phase
For all participating nationalities, the first non-negotiable administrative requirement is the inclusion of an official medical certificate within the application dossier. This document must be issued by a registered professional in the country of residence and aims to certify that the applicant enjoys full physical and mental health.
It is imperative that this certificate explicitly mentions the absence of infectious or contagious diseases that could pose a risk to public health or disqualify the young person for temporary residency under the Vacations and Work agreements.
Vaccine homologation and national schedule
Once the visa holder enters Uruguay, they must proceed with the homologation of their immunization history before local authorities. Under Decree 136/2018, the Uruguayan State requires that foreign vaccination schemes be validated against the national calendar.
This procedure is carried out at official vaccination centers where it is mandatory to present the original vaccination card. Health personnel will check the doses received and issue the Uruguayan Vaccination Certificate. In this sense, a current anti-tetanus dose is positioned as an absolute requirement; if the traveler does not have it or its validity has expired, they must receive it on the spot to proceed with any subsequent immigration procedures before the National Directorate of Migration.
Clinical examinations and local labor clearance
While the visa allows entry, full integration into the Uruguayan labor market requires an additional medical step carried out in clinics authorized by the Ministry of Public Health. This process involves a series of clinical analyses that ensure the applicant's fitness for employment in the country, resulting in the issuance of a local health certificate.
The technical examinations include:
Serological evaluation: Blood analysis for VDRL detection.
Clinical control: Blood pressure review and general physical examination.
Dental evaluation: Preventive oral health check-up.
Compliance with this schedule of examinations is not only a legal obligation but the guarantee that the foreign worker meets the sanitary standards required to reside and work in the Republic.
